Superintendent Unveils New Reading Initiative

NC Superintendent Mark Johnson unveiled North Carolina’s new statewide reading initiative, NC Reads. NC Reads will connect state literacy efforts from preschool to career.The launch of NC Reads will promote three goals for this summer to combat the summer brain drain:* Collect books, and funds for books, to donate to preschoolers and students for summer reading.
  • Distribute free subscriptions for every student in K-5 to myON, which provides each user with a personalized literacy environment.
  • Develop the NC Reads online resource to seamlessly connect volunteers, donors, and stakeholders to literacy efforts and programs across North Carolina.
As NC Reads continues beyond this summer, the program will expand to:* encourage and support preschool literacy efforts to ensure children are kindergarten ready;
  • align the efforts of donors, volunteers, and stakeholders to best support literacy in preschool and throughout school; and
  • maintain a seamless continuum of literacy support from preschool to graduation.
This is the fifth consecutive year that the NC Department of Public Instruction has encouraged local communities to collect or purchase and distribute appropriate books to elementary school students. A revamped website will provide a clearinghouse of local book drive sponsors so that volunteers and donations can be connected to local organizations that sponsor local book drives and fundraising efforts.

Notice of Public Comment: NC Extended Content Standards for English Language Arts

The Exceptional Children Division is accepting public comments on proposed changes to the North Carolina Extended Content Standards for English Language Arts (ELA).Per federal guidelines and regulation on the Alternate Achievement Standards for Students with the Most Significant Cognitive Disabilities (2007), students must be provided access to state standards by aligning instruction and assessments. Currently, NCDPI K-12 Curriculum and Instruction staff are in the process of revising ELA K-12 standards. The Exceptional Children Division will revise the current standards to align with the newly proposed ELA revisions.These documents can be viewed in person at the Exceptional Children Division office, Education Building, 301 N. Wilmington Street, Raleigh, and on the web (under Hot Topics).

Interested citizens and school personnel are invited to review the proposed changes and submit any comments by April 30. In making comments, please indicate the section(s) on which you are commenting (e.g., NC.RLK.1; NC-RL 6.3 a), and provide comments in the form of statements. Comments may be submitted via email or mailed to: North Carolina Department of Public Instruction, Exceptional Children Division, ATTN: Dreama McCoy or Ronda Layman, 6356 Mail Service Center, Raleigh, NC 27699-6356.

ESSA, Every Student Succeeds Act, Public Comment Sessions - Spring

As NC Department of Public Instruction staff work with the State Board of Education to develop North Carolina’s Every Student Succeeds Act (ESSA) state plan, we will need to hear from you and many other constituents and stakeholders. We began that work in January and February with presentations to many groups including superintendents and others in the western and northwestern RESAs, the NC School Boards Association, the Public School Forum and more. This effort continues in the coming months.

We are planning two rounds of public comment sessions – April-May and September-October – for parents, educators, business leaders and others to offer feedback. A detailed timeline for doing this work will be shared with you during our regional meetings. ESSA also will be a discussion topic at the April 13 Superintendents’ Quarterly meeting.

Below are the dates and locations for the first round of meetings. Please note that each one will be held from 4-6 p.m., and anyone may attend a session in any region. Audience members who want to speak will be asked to sign in and are invited (but not required) to bring a copy of their remarks to submit into the record of the event.

  • Wednesday, April 13: Ashley High School, Wilmington/New Hanover County
  • Thursday, April 21: Green Hope High School, Cary/Wake County
  • Tuesday, April 26: Mallard Creed High School, Charlotte/Mecklenburg County

    This policy revision modifies the teacher performance appraisal process to clarify teacher observation requirements and policy language to ensure alignment to statutory requirements. With the elimination of career status, and based on language in the current statute, this policy revision removes references to career status, and ties observation requirements to years of experience based on statutory expectations.

    Teachers with fewer than three years of experience will continue to receive three formal observations, and a peer observation as outlined in the current statute. Teachers with more than three years of experience must be evaluated annually in accordance with one of the existing evaluation cycles, at the discretion of the local district.

The Eight Working Conditions Constructs
1. Time: Available time to plan, collaborate and provide instruction and eliminating barriers to maximize instructional time during the school day.2. What we know about Teaching Conditions

1. We now know that it matters for kids.
  • “Teacher Teaching conditions are student learning conditions.” “ With the 2008 survey data, the New Teacher Center analyzed the relationship between survey responses aggregated to the school-level, and student performance as measured by the performance composite (the percentage of students at or above achievement level III/proficient) and whether or not schools met student learning growth targets set by the state.”
  • In examining the correlations between teaching conditions and student achievement, Decision Making, Leadership, Time, and Facilities and Resources are significantly correlated with higher school level achievement for elementary, middle and high schools.
  • Higher teacher turnover and the percentage of teachers on lateral entry licenses are correlated with lower student achievement as measured by the Performance Composite.
2. We know Teaching conditions matter for teacher retention
  • Teachers with positive perceptions of teaching conditions are much more likely to stay at their current school than are teachers with negative perceptions.
  • The areas of School Leadership and Teacher Leadership had the largest effect on teacher retention.
3. Principals and Teachers view teaching conditions differently
  • Everyone sees things differently, not just Administrators and teachers. Elective teachers have different perceptions than Core Subject teachers. Elementary teachers view conditions separately from High School teachers, and newer teachers have an outlook on their schools that differs from veterans.
  • There can be many different reasons for this, ranging from ownership, to empowerment, to specific skill sets.
  • What is critical about this point is the need to open dialogue about this issue and find common ground.
4. This may seem like common sense, but if teachers are unhappy, and are working in a hostile, or distrustful environment, it’s only logical that this will affect their teaching.
5. Our goal is to change the teaching conditions in this school for the better, so that teachers want to come to work every day, and teach ALL students to achieve at high levels.

NCPAPA will be accepting applications for the next cohort of "Distinguished Leadership in Practice" (DLP). We are nearing completion of the current cohort of DLP, and we are extremely pleased with the progress of the participating principals and their positive feedback on the quality of the program. DLP, a year-long leadership development program, is aligned to the North Carolina School Executive standards and competencies and is delivered through a series of 1 ½ day face-to-face sessions each followed by on-line activities.     • New Mini-Module Released: What The Best NC Teachers Do

    • We have released the new mini-module, “What The Best North Carolina Teachers Do,” in the Home Base online PD system. This informational mini-module features a series of interviews with NC Teachers of the Year discussing what makes them successful in the classroom. This project was influenced by the book, “What the Best College Teachers Do,” by Ken Bain (Bain, 2004). For the video series, we asked teachers a series of questions about effective classroom practices. Each teacher in this series has been chosen as a district, regional or state teacher of the year in North Carolina.

    • The goal of this project is simple. Support standards were approved by the State Board in years 2008 (counselors), 2009, 2012. All rubrics were approved by consent agenda on September 2012. Simulation studies began after that with training to begin spring of 2013. State trainings started in February-March so districts could use the instrument this year. This is particularly important for counselors who have had new standards for 5 years with no instrument aligned to standards. Race to the Top funds allowed us to move forward with rubric development.

Preliminary validation studies currently show no evidence of rubric modifications. Therefore the new rubrics should be in effect and used per State Board approval 9/12. Please feel free to go to the SBE website actions and minutes should you require to see this in the Board minutes.
