* Principal* sNCEES Process: System Set-Up and Teacher Role Assignment (8/20/15)

  • Principals will receive training on the evaluation process.
  • Any teachers who will be mentoring or providing peer observations will need to receive training.

  • Principal/AP will receive training and orientation.
  • The principal will complete the Orientation step within the NCEES online too.

  • Principal will provide training within the first two weeks of the teacher's first day.
  • Also during step one of the evaluation process teachers need to complete the Orientation step within the NCEES online tool.

There are two activities within the Pre-Evaluation Planning for Principal / APs.

  • Self Assessment - completing the self assessment will serve as the basis for the performance goals. Principals / APs have the option to share the self assessment with the evaluator.
  • Performance Goals - select a standard and then provide a goal to work on, list of activities, expected outcomes and a timeline for completion.

  • Teachers need to complete the self assessment within the online tool
  • Teachers will rate themselves by checking off descriptors within each element of the standards
  • Teachers may revisit the self assessment throughout the school year and update the ratings.

There are two activities within the Initial Meeting.

  • Goal Setting / Review and Evaluator Signature
    • The evaluator will review the goal(s) provided by the Principal/AP
    • The evaluator may provide comments pertaining to the goals
  • Goal Setting - Principal / AP Signature
    • The Principal / AP will review any comments from the evaluator and sign off on the goal setting

  • Before the pre-observation conference the teacher will complete the teacher self assessment and the Initial Review of the Professional Development Plan in the online tool
  • Teachers should also bring a copy of the lesson to be observed

There are three activities within the Data Collection step

  • Artifacts and Notes
    • The Principal / AP will select a standard and provide a list of artifacts to support the work done for that standard
    • The Principal / AP will continue throughout the school year adding artifacts to support the work done on the standards
  • Evaluator's Notes
    • During the school year the evaluator may use the Evaluator's Notes to leave notes about something observed during the school year.
    • The evaluator may refer back to those notes during the mid-year conference and the consolidated performance assessment
  • Rubric
    • This is an optional step. The evaluator may use the rubric during the school year to mark ratings for the Principal / AP.
    • This rubric may be used to show a progression of improvement for the evaluator that may be used during the summary evaluation.

All observations are captured in the online tool for teachers.* A
  • A Comprehensive evaluation will be used for teachers with less than 3 years experience
  • A Standard evaluation will be used for teachers with 3 or more years experience who are Career Status License.
  • An Abbreviated evaluation will be used for teachers who are career status and/or who are at the renewal of their license.

After the Pre-Observation conference the teacher will receive an email from the system alerting the teacher that it is time to complete the Pre-Observation Conference - Teacher Signature. To better understand these steps please refer to the archived webinar below.

  • The Principal / AP will meet with the evaluator to discuss progress toward achieving the annual goals.
  • The Mid-Year Conference will focus on the status of goal attainment and mid-year adjustments to action plans that must be made in order to achieve goals by the end of the school year.

  • After the observation the principal and teacher will meet to discuss the observation. During this conference the principal and teacher may discuss the ratings given for the standards and elements.
  • Once the Observation form is completed the principal should share the form with the teacher

Once the principal has completed the observation data and completed the Post-Observation conference the teacher will receive an email from the system alerting them to complete the Post-Observation Conference - Teacher Signature

  • The Principal / AP will synthesize the information obtained from steps 4 and 5 in order to prepare a consolidated assessment or comprehensive view of performance throughout the school year.
  • This brief summary of the data and artifacts will be used to judge performance should be provided to the evaluator in advance of the performance discussion when the final performance levels will be discussed.

Once the observations are completed the principal is ready to complete the Summary Evaluation process.

  • The principal will provide a rating for each element and the standards
  • It is at the discretion of the principal to select a rating for a standard with an element marked Not Demonstrated
  • If a standard is marked Developing the principal needs to provide comments, recommended actions, and resources

Once the Summary Evaluation form is completed and the principal has completed the Summary Evaluation conference the teacher will receive and email from the system alerting the teacher to complete the Summary Evaluation Conference - Teacher Signature.

Principal / AP End of Year Wrap Up


The Principal / AP with the evaluator will need to complete the evaluation process

  • Review of the North Carolina State Board of Education policy on the evaluation process and responsibilities.
  • Review how to complete the end of year consolidated performance assessment
  • Review how to complete the summary evaluation process
  • Review how to provide a written response
  • Review how to assess and complete next year's goals

  • Create an Evaluation Completion Report
  • Access the System Provided Reports

  • Publish an Ad-Hoc Report
  • Schedule and Export an Ad-Hoc Report
